Steps in the Referral Process

The referral process begins with a letter to parents explaining the program and selection criteria. Parents are encouraged to call the gifted education specialist at their child’s school if they have questions. Parents are asked to give permission to test.  Testing cannot commence without a parent’s signature*.

After parental permission is received, the following will occur:

1. Students will take a short ability measure, the CogAT 7 screener. The building gifted education specialist will administer this. The score needed to continue is 115+. Students who score below criteria may be considered again in a year.

2. Students who receive a qualifying CogAT 7 score will be tested by a district certified psychological examiner, during a quarterly testing window.

3. An approved intelligence measure is administered by a district psychological examiner.  Students must receive a score 124 or higher to qualify for the gifted program. Parents will be notified via email or a letter mailed to the home address of the student. Beginning in the 2017-18 school year, the District will no longer accept any testing from psychological examiners who are not employed directly by Francis Howell.

4. A review of the student's academic achievement and/or an observation is conducted by the gifted education specialist.

5. A placement meeting will be held between the parents and the gifted education specialist, if the student qualifies for the program. A placement packet may be sent home if parents cannot attend a meeting. 

 * Exception to required parent permission: The CogAT 7 is given to all first and third grade students as a universal screener and parent permission is not required for this screening.  Parents will be notified of screener results only if their child qualifies for further testing.
