The mission of the Francis Howell School District Finance Department is to effectively manage District resources to support student learning. In this way, the Finance Department helps realize the District’s mission of becoming a learning community where all students reach their full potential.

The Finance Department is headed by Mr. Kevin Supple, who joined the District as its Chief Financial Officer in January 2005. Mr. Supple brings over 25 years of school district experience to FHSD, having served for three years as Chief Financial Officer for the Ladue School District immediately prior to coming to FHSD. Mr. Supple holds a bachelor’s degree in psychology from Washington University, and a Masters in Business Administration degree from Fontbonne University. In 2003, Mr. Supple earned recognition as a Registered School Business Administrator (RSBA) from the Association of School Business Officials, International. The RSBA designation is conferred upon individuals who have demonstrated their expertise in the school business administration field through training, experience and professional activities. In 2007, Mr. Supple was named the Missouri School Business Official of the Year by the Missouri Association of School Business Officials (MoASBO). Mr. Supple is active in the school business profession, having served as a MoASBO Board member; he currently chairs the Risk Management Committee for the Association of School Business Officials, International and was recently elected as a Board member of the Public School Risk Institute. He is a frequent lecturer at the local, state and national level on various topics related to school business operations, and is a contributing author to the recently published “Missouri School Administrators Handbook.”

In his role as CFO, Mr. Supple works with members of the Finance Department team to oversee payroll operations and employee benefits administration for the District’s 2,300 employees, as well as manage the District’s contracted food service and transportation operations and in-house facilities department. Mr. Supple also chairs the Finance and Operations Committee, comprised of parents, community members, and staff members.

Mr. Supple’s primary responsibility is for the development and management of the District’s $170 million operating budget. For the second consecutive year, the District received the Meritorious Budget Award for Excellence from the Association of School Business Officials (ASBO) International. The budget material is presented via narratives, charts, and graphs to aid in understanding. The Meritorious Budget Award is only conferred to school systems that have met or exceeded the Meritorious Budget Award Program criteria. In 2007, Moody's Investors Service upgraded the underlying rating on the District’s outstanding General Obligation debt to Aa2; this is the District’s second rating increase in the past two years. The upgrades reflect the District's improved financial position characterized by healthy reserves and strong fiscal management. Moody's believes the District's financial operations have shown significant improvement over the last few years and the combination of additional revenues generated by a new operating levy and conservative fiscal management practices should maintain the District's financial position.

The District has received an unqualified opinion from its independent auditors for the past several fiscal years. The District reports its financial position in accordance with Governmental Accounting Standards Board (GASB) principles, in particular, GASB Statement No. 34, “Basic Financial Statements-and Management's Discussion and Analysis-for State and Local Governments,” as amended by subsequent GASB Statements Nos. 36, 37 and 38.
