Mark Delaney currently serves as Superintendent of the Francis Howell School District. He has dedicated his entire career to public education, with more than 30 years of service as a teacher, school principal, central office administrator, and deputy superintendent. 

Delaney served for six months as Francis Howell’s interim superintendent. During that time, he rolled out the District’s new strategic plan, navigated unprecedented revenue challenges, and implemented critical safety improvements across 23 schools.

Working with the District Communications team, Delaney established a PTO Presidents Forum and met with Citizens In Our Schools alumni and other community leaders. He reinstated Superintendent Chats, providing an opportunity for all staff members to ask questions and share information directly with the Superintendent and members of the Executive Cabinet. He also strengthened relationships with elected officials and the teachers’ union.

While serving as deputy superintendent, Delaney worked closely with the superintendent and executive cabinet to lead the strategic direction of the District. He served as a key member of the Strategic Planning Team, and oversaw the Safety and Security pillar of the District’s latest strategic plan. 

Other responsibilities included overseeing the strategic functions of the academic and human resources teams, and working to resolve student and parent issues. He also led the District’s policy work, ensuring clarity, consistency and compliance with state and federal requirements.  

As director of human resources, Delaney provided support for staff across the District, led negotiations for employee groups, supported school leaders with employee concerns, and played a critical role in recruiting highly qualified staff to FHSD. 

Prior to joining the HR team, Delaney served for 10 years as a principal at Bryan Middle School, first as assistant principal and later as the building principal from 2011 to 2016. He also served as an assistant principal in the Mehlville School District and taught at the elementary and middle school levels in the City of St. Charles School District.

Delaney holds an Educational Specialist and a master’s degree from Lindenwood University, and a bachelor’s degree in elementary education from University of Missouri St. Louis.
