FHSD Board of Education Places Operating Levy Increase on April Ballot

The Francis Howell School District Board of Education has unanimously voted to place a 48-cent operating levy increase on the April 3, 2018, ballot. If “Proposition Learn” is approved, the adjusted operating levy of the District is estimated to be $4.66 per $100 of assessed valuation. A simple majority is required to approve the increase in the operating levy in the April election.

“The Board of Education is committed to providing an excellent public education for the students of our community, and at the same time an exceptional value for our taxpayers,” said Board President Rene Cope. “We need these funds to provide the programs and staff necessary to continue our exceptional educational offerings.”

Funds generated by Proposition Learn would be used to support technology upgrades, provide new programming and innovative courses, hire staff to address student needs and support struggling students, provide updated classroom materials, bolster funding for extracurricular activities, and increase staff compensation after two years of frozen salaries.

“Our community has clearly stated their desire that FHSD continues to be a very high achieving school district,” Superintendent Dr. Mary Hendricks-Harris said. “Proposition Learn would provide the necessary resources for the District to maintain the quality education our students deserve and our stakeholders have told us they want for our community.”

The last time voters in Francis Howell approved an operating tax levy increase was in 2004. The costs of goods and services associated with operating the school district continue to increase, including utilities, transportation, insurance, and special education. Voters in every other school district in St. Charles County have approved a levy or bond issue in the past three years, but it has been more than thirteen years since voters approved an operating levy increase in the Francis Howell School District.
