Voting in FHSD June 2 – COVID Considerations

In March, Governor Parson signed an Executive Order requiring all Missouri municipal elections scheduled for April 7 to be postponed until June 2, 2020. This order includes Proposition S, the Francis Howell no tax rate increase bond issue, and the FHSD Board of Education candidate election. To many, the number 36 doesn’t carry any special significance. But for two high school students in FHSD, this number represents perfection. The 2020 U.S. News & World Report Best High School Rankings include all three FHSD high schools on the prestigious list. FHN Senior Emily Hood Named the 2020 JEA National High School Student Journalist of the Year

On Feb. 24, FHN senior Emily Hood walked into her journalism classroom to find a room full of students, teachers, and Superintendent Dr. Hendricks-Harris, all gathered together to celebrate her big achievement. She had just been named the 2020 Journalism Education Association (JEA) Student Journalist of the Year for Missouri. Two months later, on Apr. 18, many of those same individuals gathered again (virtually) to witness their FHNtodayTV executive producer recognized across the country as the 2020 National High School Student Journalist of the Year on the JEA’s Facebook Live platform. The Francis Howell School District has announced that Dr. Jessica Karll has been selected as the new principal at Central Elementary School, effective July 1, 2020. Dr. Karll is currently the assistant principal at McKelvey Elementary School in the Parkway School District. The FHSD Board of Education has approved the hiring of Jennifer Jolls as the new director of communications and community relations, effective July 1, 2020. Jolls comes to Francis Howell from the Connor Group in Dayton, OH, where she served as the director of communications, marketing, and reputation enhancement. Early College Program

Are you planning to attend college after high school? Are you ready to start earning college credits now? Students from all three FHSD high schools have the ability to earn up to a full associates degree from Saint Charles Community College before high school graduation. Through the FHSD Early College Program, high school students pay a discounted rate of $50 per credit hour and take SCC classes that count for both high school and college credit.  Read more about Early College Program

As we all adjust to a new version of daily life, one thing remains constant and strong – our FHSD community. FHC seniors Emma Smallen and Lauren Marino started a fundraiser to support students in need who may have been additionally impacted by the pandemic. These musicians used their talents and organized a virtual charity concert to raise money for the FHSD Backpack Meal Assistance Program, which distributes meals to students and families.  Read more about Finding Harmony while in Isolation

As a result of Governor Parson’s directive, Francis Howell and all Missouri school districts will be closed for the remainder of the school year. Our health officials and superintendents agree this is necessary to protect the safety and well-being of our students, staff, and community, and to minimize the spread of COVID-19 (Coronavirus). This closure includes all FHSD schools, preschool, and Vacation Station. All athletic events and activities are canceled for the remainder of the school year, and facilities, fields, and playgrounds will not be available until further notice. We are not anticipating holding our traditional summer school and summer camps. Today, April 7, was scheduled to be the April Municipal Election, and voters in Francis Howell would have had the opportunity to vote on Proposition S and three Directors for the FHSD Board of Education. In response to the COVID-19 pandemic, Governor Mike Parson ordered all Missouri municipal elections scheduled on April 7 to be postponed until June 2. As a result, the deadline to apply for an absentee ballot by mail is extended to May 20. In-person absentee ballots may be cast in the Election Authority office until 5:00 PM on June 1. Absentee ballots sent by mail must be received by the Election Authority by 7:00 PM on June 2.  Read more about April 7 – Not Election Day!

He succeeds current Deputy Superintendent and Chief Academic Officer, Dr. Nathan Hoven. FHSD Industrial Technology Teachers Using 3D Printers to Make a Difference

Industrial technology teachers from across the District are using 3D printers to help fight the spread of COVID-19. Around the country, shortages of face masks, disposable gloves, and other medical supplies have been reported. In collaboration with the St. Charles County Department of Public Health, Francis Howell and all St. Charles County school districts made the decision to continue our school closure through Friday, April 24, to do our part in mitigating the spread of COVID-19 (Coronavirus). The superintendents will remain in close contact with health officials and will reconvene before that date to reassess the situation. This extended closure includes all FHSD schools, preschool, and Vacation Station. During the closure, all athletic and activity events are canceled. In response to the coronavirus (COVID-19) pandemic, Governor Mike Parson has signed Executive Order 20-03, ordering all Missouri municipal elections previously scheduled on April 7 to be postponed until June 2. We have been working in collaboration with the St. Charles County Health Department and St. Charles County Government regarding the impact of the coronavirus (COVID-19). After a meeting this evening, we have decided to close all FHSD schools, preschool, and Vacation Station through April 3, 2020, with classes set to resume April 6. The closure is effective starting March 16. On Feb. 28, high school students from across the District recently attended the annual Construction Industry Trades Expo hosted by The Larry Elms Carpenters Training Center and sponsored by the Carpenters' Joint Apprenticeship Program. Francis Howell School District, in partnership with school districts from Lincoln, Warren, and St. Charles Counties, will host the Tri-County Trades Expo on April 9, 2020, from 5:30 until 7:30 PM at Saeger Middle School. School District Bond Issues

When school districts in Missouri and around the country need to make large capital expenditures like building new facilities or making major repairs, they have to borrow money. Bonds are the way that school districts, fire districts, ambulance districts, etc. borrow that money. When voters approve a bond issue, the district obtains bids and sells bonds to the purchaser who offers the lowest interest rate (and current rates are very low). Some student-athletes find their athletic passion on the basketball court or the football field. For FHSD students Joanna Dohrman and Reagan Cathcart, their calling is in the swimming pool. The Francis Howell School District is proud to announce that Dione Anderson, a reading teacher at Harvest Ridge Elementary School, has been selected as the 2020 FHSD Teacher of the Year. She is a product of the District and says her desire to become a teacher dates back to her days in Mrs. Miller’s second grade class at Becky-David Elementary. “I felt loved and accepted in her class, and my love of reading flourished,” says Anderson. “I remember thinking that I wanted to be in school for the rest of my life. Our amazing teachers in FHSD go above and beyond every day to ensure our students are receiving the best possible education. As part of a new initiative, District teachers recently participated in a teacher externship day. Francis Howell School District prides itself on being innovative when it comes to advancements in education, as well as advancements in caring for the social and emotional health of students. The Inspire Program is a District initiative intended to help schools develop the capacity to meet the needs of all students, staff, and families, focusing on those experiencing significant challenges with emotional regulation and other mental health needs. This team of internal consultants began their work serving FHSD’s early childhood and elementary schools in 2017, adhering to the Missouri Model of Trauma-Informed Care (TLC) and putting an emphasis on safety, trustworthiness, collaboration, choice, and empowerment. Proposition S and Henderson Elementary

Henderson Elementary was opened in 1986 and is now more than 30 years old. It is also one of the smallest schools in the District in terms of square footage, and the building has run out of classroom space. More than a dozen areas designed as storage were turned into educational spaces out of necessity. Teachers and counselors are working with students in spaces and under conditions that are less than ideal. There are art classes in areas with no plumbing, and the small stage was converted into two music classrooms. Proposition S is the Francis Howell no tax rate increase bond issue on the April 7 ballot. Voter approval of Proposition S would allow the District to borrow money now and in the future to address pressing facility needs at all Francis Howell schools. Funds from Proposition S would be used to build a new Francis Howell North High School, make major updates to the older schools, and make safety improvements and other upgrades at all schools across the District. FHSD Named to Tenth Annual AP District Honor Roll

The College Board has again honored FHSD with placement on the Tenth Annual AP® District Honor Roll. FHSD is one of only seven school districts in Missouri, and one of only 250 in North America, to achieve this distinction. To be included on the Tenth Annual Honor Roll, the District had to increase the number of students participating in the Advanced Placement Program (AP) while also maintaining or increasing the percentage of students earning scores of 3 or higher on an AP Exam. Reaching these goals indicates that FHSD is successfully identifying motivated, academically prepared students who are ready for Advanced Placement. The FHSD Human Resources Department is excited to host the third annual Meet FHSD event! The District would like to invite teaching applicants from all certification areas to visit with us on March 7, 2020. This event will be informal and will provide potential candidates the opportunity to learn about Francis Howell as a potential employer. This is not a job fair, but an opportunity in an informal setting for candidates to get to know our District and our staff. We are hopeful that after this event potential employees will consider applying for our open certified positions. FHSD wants to take this opportunity to recognize and thank our great FHSD maintenance, HVAC, grounds, and custodial employees. The average building in the District is 30 years old, and the oldest building is now almost 60 years old. Older buildings require significant repair and maintenance, and many of the District’s building systems, like HVAC, plumbing, and electrical, are reaching the end of their useful life. It is the great work on the men and women in these departments that keeps FHSD facilities up and running for our students and staff. A new Missouri law requires all school volunteers to have criminal background checks that now include fingerprints before volunteering and interacting with students. Becky-David Elementary was named a National Blue Ribbon School in 2019, one of only eight in Missouri (Daniel Boone and Warren were as well). Opened during the Kennedy administration, Becky-David is also one of the oldest schools in the District. In the basement is an electrical system so fragile that only Ameren employees have access to the electrical sub-basement. FHSD has over 2.7 million square feet under roof, and this is the only area of the District that our highly-qualified maintenance employees are not allowed to enter.  Read more about Prop S Becky-David

Hoven has served as the District’s Deputy Superintendent and Chief Academic Officer for the past two years. FHC Wind Ensemble Performs at MMEA Conference

The FHC Wind Ensemble has been selected by the Missouri Music Educators Association to perform at the annual state conference in January. This is one of the highest honors a Missouri high school band program can receive, similar to winning a state title in a team sport. Aria Pelikan, a student at John Weldon, has earned the title of “Top Cookie Boss.” The determined fifth grader has been the top Girl Scout cookie seller in the St. Louis region for the past two years, and this year, she has a goal of selling an impressive 4,100 boxes of cookies. The students at FHC recently learned the importance of recycling and how it can positively impact our world. Schelfaut has impressed many with his talent and tenacity. In November, lower interest rates in the bond market provided an opportunity for FHSD to save on interest costs for a portion of its outstanding debt. The District offered for sale over $32 million of general obligation refunding bonds and received over $74 million worth of orders. It featured booths from 15 different regions, including booths representing Indian, Palestinian, Hawaiian, Mexican, Spanish, German, French, Nigerian, Kenyan, and Japanese cultures. “We came to introduce Indian food to people,” Sriram Muthu, an organizer for the Indian culture booth said. “Exposing our food to other people is very important.”  Read more about FHN Hosts Second International Festival

School-based physical therapy involves dynamic collaboration with students, staff, and parents to ensure that every student can successfully navigate the school environment and effectively learn, socialize, and play. At FHSD, this includes assessing all areas where a student might interact during the school day to ensure that the student can be as independent as possible in their functional mobility. “In the school system, physical therapists use creative and functional interventions to help students access their educational environment,” said District PT Anne Miller. “For example, being able to use the playground, getting on and off the bus, participating in PE and navigating their school.”  Read more about FHSD Celebrates National Physical Therapy Week

Francis Howell School District’s Transportation Department conducted annual school bus evacuation drills on October 22 - 24. FHC hosted this year’s Gateway Athletic Conference Sports Education Seminar, which gathered student-athletes from seventeen different schools including FHC, FHHS, and FHN, for a day of learning and discussions. DESE Releases 2019 Annual Performance Report Scores

The Missouri Department of Elementary and Secondary Education (DESE) has released the 2019 Annual Performance Report (APR) data for school districts around the state. Last year FHSD received a score of 100 percent on the “school district report card,” but this year DESE has moved away from a single score for school districts. All APR data will continue to be published for all content and standards, but will now feature bar charts that show if a school district is at Floor, Approaching Target, On Track, or On Target.  Read more about DESE Releases 2019 Annual Performance Report Scores

It is FHSD’s goal to prepare students for the future – their future careers, their future life, and their future in the real world. A group of FHHS students recently participated in a Real World Wednesday event that taught them basic vehicle maintenance. Pierre Desir Cuts the Ribbon to a New Fitness Future at FHC

“Thank you, Pierre! Thank you, Pierre!” chanted the group of student-athletes as FHC alum and NFL player Pierre Desir entered the school’s shiny new fitness center for the first time. Desir generously donated $185,000 to FHC earlier this year as a thank you for all their support in his education and football career. The money allowed the high school to build a state-of-the-art fitness center and weight room that the entire FHC school community can use. Due to new legislation that mandates a later start date for Missouri schools, a calendar committee was convened to re-create the 2020-2021 school calendar. The committee included parents, students, teachers, staff and administrators. After several meetings and multiple opportunities to gather stakeholder input, the committee is recommending a draft calendar. Blast from the Past: Henderson Elementary Opens 1989 Time Capsule

In 1989, Henderson Elementary was a much different place. The school was home to a sixth grade class, the library was located in the middle of the building instead of the back, and assignments were completed in neat and tidy cursive. When sixth grade Spectra students thought of their future with high hopes, they pictured high flying cars and high paying careers. The U.S. Department of Education has recognized Becky-David Elementary, Daniel Boone Elementary, and Warren Elementary as National Blue Ribbon Schools for 2019. The three Francis Howell elementary schools received the prestigious award based on their exemplary high academic performance. FHSD Board Sets Tax Rate

The FHSD Board of Education approved the 2019-20 tax rate of $4.6480 by a 7-0 vote at the September Board meeting. Although the District's assessed valuation (AV) increased 9% overall, the District is limited to capturing growth on existing property to the lower of 5% or the Consumer Price Index (CPI). On Friday, Sept. 13, a crowd of Henderson fifth graders sat down at tables with red and white checkered tablecloths as they scanned through a menu full of delicious brain food. A server soon arrived at each of their tables with a platter of books. “Be careful now, the plates are very hot,” exclaimed the waitress. As part of a student “book tasting,” Henderson Elementary transformed their library into a restaurant for the day. In collaboration with the Missouri Association for College Admission Counseling (MOACAC), FHSD held its first districtwide College Fair on Sept. 18. Francis Howell Middle School has earned a 2019 Partnership School Award from the National Network of Partnership Schools (NNPS) at Johns Hopkins University. National Merit Semifinalists 2020
Five FHSD Seniors Selected as National Merit Scholarship Semifinalists

The Francis Howell School District is proud to announce that five FHSD students have been named Semifinalists in the 2019 National Merit Scholarship Program. These seniors are among 16,000 Semifinalists chosen as part of the annual academic competition. The Semifinalists, who were selected based on scores on a PSAT qualifying test, will compete for some 7,600 National Merit Scholarships worth more than $31 million, to be awarded in the spring. Central Elementary Vending Machine Provides Food for the Mind

As students at Central Elementary pass through the entrance hallway each day, they see a large vending machine sitting right outside the office. This is no ordinary vending machine, mind you. It is colorful, big, and full of BOOKS! Castlio Elementary students and staff had a surprise visitor today, a star known around the world. This celebrity stands three feet tall, weighs 35 pounds, is 97 percent silver, is 126 years old, and bears more than 2,400 names. For the second consecutive year, a Francis Howell School District educator has been selected as a Missouri Teacher of the Year semifinalist by the Missouri Department of Elementary and Secondary Education (DESE). Rachael Wilcox, a first-grade teacher at Independence Elementary School, was selected as one of seventeen honorees from across the state who are eligible for consideration as the Missouri Teacher of the Year. Francis Howell is ranked as the best school district in St. Charles County and the #11 best school district in Missouri according to the 2020 Best Schools in America list released by Niche. That state ranking is two spots higher than last year and, with more than 500 public school districts in the state, puts FHSD in the top three percent in Missouri. All three FHSD high schools are ranked in the top 50 high schools in Missouri. While the FHSD Transportation Department is new this year, what’s not new is the dedication and skill of many of the bus drivers. For Hannah Scharfenberg, driving a bus is more than just a job. It’s a mission to keep students safe during the commute to school. Each year, she participates in safety bus competitions to continue her growth as a driver. In June she won the 2019 State School Bus Safety Competition hosted by the Missouri Association for Pupil Transportation. On July 11, 2019, Missouri Governor Mike Parson signed into law legislation barring school districts from starting the school year more than 14 calendar days before the first Monday in September. For the 2020-21 school year, school may not start before Aug. 24. Francis Howell’s previously approved 2020-21 calendar had a starting date of Aug. 10, 2020. Therefore, the calendar committee will be reconvened to make changes to the calendar to meet the new state requirements. FHSD Bus Transportation Update

With the start of school just a week away, the FHSD Transportation Department wants to take this opportunity to remind our parents about some of the changes with our new Francis Howell buses. New routing software will assign pick up/drop off locations for students that comply with the state guidelines. This includes ensuring that bus stops are at least 500 ft. apart, the minimum recommended distance to activate warning lights. This year we are creating more neighborhood bus stops instead of specific house stops. This also means FHSD buses may not be traveling up and down every street in every neighborhood, especially for secondary students. In order to make our routes as efficient as possible, we are encouraging parents to inform their school office if they do not need school bus transportation.  Read more about FHSD Bus Transportation Update

NFL Player and FHC Alum Pierre Desir Donates $185,000 for Fitness Center

On March 14, 2019, FHC alum and NFL player Pierre Desir signed a three-year contract extension with the Indianapolis Colts. Two 2019 FHN graduates competed in the National Educators Rising Competition in Dallas, Texas over the summer. Austin Shariff placed first in Lesson Planning and Delivery - Arts, and Abbey Seemes placed fifth in Lesson Planning and Delivery - Humanities. Due to the growing number of serious allergies and health concerns experienced by our students, FHSD is making changes to Student Wellness Regulation 2750, which addresses food brought in for early childhood and elementary classroom parties and birthday celebrations. Starting with the 2019-20 school year, outside treats will no longer be allowed to be brought to school for class sharing. This change will help maintain the safety of all students with life-threatening food allergies or other dietary restrictions. Parents will still be able to bring in non-food items, such as stickers, pencils, etc., for birthday celebrations.  Read more about Classroom Treat Policy Change

FHSD to Offer Early College Program

The Francis Howell School District has partnered with St. Charles Community College (SCC) to offer the Early College Program (ECP) to all FHSD high school students. ECP offers high school students the opportunity to earn transferable college credits at SCC while still enrolled in high school. When enrolled in ECP, students will take college coursework on the campus of SCC with textbooks and curriculum taught by SCC professors. Students can earn enough credits to complete part or all of an Associate’s Degree while concurrently earning a high school diploma. To close out a successful 2019 Summer School camp schedule, the middle school App Camp students adventured through the world of coding and app development. The students completed a variety of tasks throughout the camp to learn how to code. FHSD students Jimmy Johnson (FHHS), Mason Aguilar (FHC), and Amanda Hasenbeck (FHN) traveled to Louisville in June for the SkillsUSA’s 55th annual National Leadership and Skills Conference. Johnson finished eighth in the nation in HVAC Sheet Metal, Aguilar finished eleventh in Power Equipment Technology, and Hasenbeck finished twenty-second in the nation in Medical Terminology. In honor of the 50th anniversary of the Apollo 11 moon landing, this year’s elementary STEAM (Science, Technology, Engineering, Art, and Math) summer camp took a trip to space.
