FHSD Board Sets Tax Rate

The FHSD Board of Education approved the 2020-21 tax rate of $4.6481 by a 7-0 vote at the September Board meeting. The 2020-21 tax rate remains relatively unchanged compared to the 2019-20 tax rate. FHSD’s tax rate is now the lowest in St. Charles County. While all other St. Charles County school districts have recently approved increases in either their operating or debt service levy, or both, the District hasn’t had a tax increase since 2004.

The District’s total assessed valuation for 2020, as reported after Board of Equalization hearings, increased by 1.3 percent. New construction assessed valuation decreased by $4.7 million in 2020 when compared to 2019. New construction only accounted for a 1.2 percent increase in tax revenue for FHSD. Growth in revenue due to increased assessed valuation on existing property is limited by the Hancock Amendment, which caps the District’s share of increases from assessed value at the lower of the Consumer Price Index (CPI) or 5 percent. Fiscal year 2020-21 is a non-reassessment year and is not subject to the tax rollback associated with the Hancock Amendment.

The Missouri Department of Revenue administers a real estate tax assistance program, the Missouri Property Tax Credit Claim, which gives credit to certain senior citizens and 100 percent disabled individuals for a portion of the real estate taxes or rent they have paid for the year.
