Our goal is clear and transparent communications with the Francis Howell community so that there will be an accurate understanding of the opportunities and challenges facing the District.

Detailed financial reports are presented monthly by the Finance Department to the FHSD Board of Education. These reports are available on BoardDocs.

The Francis Howell School District, through its mission, vision, and values, is committed to ensuring that our students graduate with the necessary skills and training to be successful as they take the next steps in their development - whether it be college or a career. The District's budget is our roadmap for the allocation of limited resources to support the initiatives of our strategic plan. We know that our success is dependent upon the cooperation of and collaboration with our community. Together, we will work tirelessly to realize the District's strategic vision and aid our students on their life's journey.
 

The District uses the cash basis of accounting for revenues and expenditures for budgeting purposes and for maintaining the general ledger during the fiscal year. Revenues are recognized when funds are received. Expenses are recognized when payments are made. The District chooses to use the accrual basis of accounting to report its financial statements, in accordance with generally accepted accounting principles (GAAP).

District expenditures are paid primarily through checks and purchasing cards, with some payments like federal taxes paid through an ACH or wire transfer. Checks and other purchases are approved by the Board of Education at its monthly meeting. The check registers and purchasing card reports are posted to the District BoardDocs site.

Additionally, monthly financials are provided to the Board every month; these are also available for viewing on the District BoardDocs site.  The financial statements show revenue and expenditures with monthly and year-to-date detail and a comparison of performance to the budget.  These statements are reviewed and approved by the Board of Education.

The Annual Secretary of the Board Report (ASBR) is required by Section 162.821 RSMo to be submitted to the Department of Elementary and Secondary Education on or before August 15 each year. The (ASBR) is the State of Missouri’s financial report that contains information on revenues, expenditures, fund balances, debt, and transportation data that are used for various data comparisons, calculations, and data requests. Examples include payments, the Local Effort Calculation, the Current Expenditure Calculation, report card information, and federal reporting information.

The Missouri Property Tax Credit Claim gives credit to certain senior citizens and 100 percent disabled individuals for a portion of the real estate taxes or rent they have paid for the year. The credit is for a maximum of $750 for renters and $1,100 for owners who owned and occupied their home. The actual credit is based on the amount of real estate taxes or rent paid and total household income (taxable and nontaxable). If you rent from a facility that does not pay property taxes, you are not eligible for a Property Tax Credit.

The District does not provide any type of health or accident insurance for injuries incurred by your child at school.

As a service to students and their families, the District is making available a student accident insurance plan for your child at a very nominal cost. The District offers this program because of trends in rising family health and dental insurance costs, increased deductibles, co-payments, or lack of health or dental insurance coverage.

Reasons to Purchase This Coverage:

1. Deductible and co-pays in your health plan. Many health plans have increased the amount of out-of-pocket expenses.
2. No insurance.

This plan will provide benefits for medical expenses incurred because of an accident. If you have other insurance, benefits can be applied to your deductible or co-pays.

If you have no other insurance, this will become your primary accident plan.
